At present, the open access model in the field of digital publishing has become a trend. The success of the open access model depends on the balance of interests through copyright licensing. On the one hand, Copyright Law is produced to protect the interests of the publisher, on the other hand it also ensures that the author and the public have the right to obtain works. The third revision of the draft of Copyright Law embodies the principle of balancing while being consistent with the trend of digital publishing of academic journals.
