青海海南藏族自治州特殊类型扶贫攻坚调查研究

Investigation and Research on Special Types of Poverty Alleviation in Hainan Tibetan Autonomous Prefecture of Qinghai

青海省海南藏族自治州属于条件制约性特殊类型贫困地区,环境恶劣型、优质资源短缺型和积弱型三种类型的贫困同时存在,且相互叠加,造成了贫困的复杂性、多元性和广泛性,给脱贫攻坚带来不少困难。通过对海南藏族自治州三个以藏族为主的贫困村进行实地调研,特提出创建有特色的特殊类型扶贫模式的四点建议:改善贫困地区发展条件,健全贫苦群体的保障体系;实施产业扶贫,拓宽贫困群体致富门路:采取措施解决草场退化严重的问题;实施智力扶贫,增强当地贫困群众的综合素质。

Hainan Tibetan Autonomous Prefecture in Qinghai Province is a special type of poverty-stricken area with different conditions. The three types of poverty, such as poor environment, high-quality resources shortage and weak accumulation, exist simultaneously and overlap each other, resulting in the complexity and diversity of poverty. Extensiveness has brought many difficulties to the fight against poverty. Through on-the-spot investigations of three Tibetan-dominated poor villages in Hainan Tibetan Autonomous Prefecture, four suggestions for creating special types of poverty alleviation models are proposed: improving the development conditions of poor areas, improving the security system for poor groups, and implementing industrial poverty alleviation. Broaden the poverty-stricken groups to get rich: Take measures to solve the serious problem of grassland degradation;implement intellectual poverty alleviation and enhance the overall quality of the local poor.
