A Probe into Percent for Art in The United States

在美国,"公共艺术"这一概念出现于20世纪30年代罗斯福新政时期,1959年费城首次推行《百分比艺术》法案,到20世纪80年代,美国政府将公共艺术引入到区划法中。美国公共艺术政策和机制相对比较完善,不仅各个州有自己的艺术百分比法及评审机制,也有一套完备的文化资助政策。本土试图分析美国百分比艺术法的立法背景、内容和发展,列举美国公共艺术规划的诸多政策,为中国公共艺术发展提供参考。

The term Public Art came out at the period of Roosevelt New Deal in the 1930s. In 1959, Philadelphia firstly legislated "Percentfor Art". In the 1980s, the US government introduced public art into the Zoning law. The US public art policy and its mechanism are relatively comprehensive. Not only does each state has its own Percentage for Art and the related review policy, but also a complete series of cultural funding policies. The essay attempts to analyze the legislative background, content and development of Percentage for Art, and to illustrate a few policies of the US public art planning as references for the public art development in China.
