上海市宝山区生活美容场所的医疗美容服务调查和监管对策

Investigation and Supervision Measures on Carrying out Medical Beauty Services in Life Beauty Places in Baoshan District of Shanghai

目的为全面了解上海市宝山区生活美容场所开展医疗美容的具体户数、原因、经营项目及内容等现状,提出相应的监管对策,规范生活美容场所的经营行为。方法2017年1-10月,采用现场检查与询问的方法对上海市宝山区160家生活美容场所开展医疗美容的现况进行了专项调查。结果本次共抽查160家生活美容场所,其中只进行生活美容服务的美容院151家,占比94.4%,同时进行生活美容和医疗美容服务的有9家,占比5.6%。结论上海市宝山区生活美容场所违法开展医疗美容服务的现状不容乐观,建议加大宣传与培训指导相结合,监督管理与执法处罚相结合,加大行政处罚力度遏制违法活动,保护合法,打击非法,为消费者创造一个健康安全的美容环境。

Objective To fully understand the current situation of medical beauty in Baoshan District,Shanghai,including the number of households,reasons,business items and contents of medical beauty,to put forward the corresponding regulatory measures,and to regulate the behavior of life beauty places.Method From Januaryto October in 2017,a special investigation has been carried out on the status of medical cosmetology in 160 beauty salon in Baoshan District by way of on-site inspection and inquiring.Result This time,there are 160 life and beauty spots,of which 151 are the beauty salon, accounting for 94.4%,and 9 are the life beauty and medical cosmetology services,accounting for 5.6%.Conclusion The current situation of illegally conducting medical beauty services in Baoshan District is not optimistic.It is suggested that we should strengthen the combination of publicity and training guidance,supervision and management and law enforcement penalties,increase administrative penalties to curb illegal activities,protect legitimacy,combat illegality and create a healthy and safe cosmetic environment for consumers.
