全域旅游视域下青海民族地区包容性旅游扶贫模式研究

Study on the Model of Inclusive Tourism for Poverty Alleviation in Qinghai Ethnic Region under the Perspective of Comprehensive Tourism

青海作为我国旅游资源大省同时也是贫困人口最多,贫困发生率最高的省区之一,青海民族地区贫困区域与旅游资源富集区具有高度重叠性。当前青海在推进全域旅游建设进程中如何开发利用好贫困地区丰富的旅游资源,带动贫困地区人口脱贫致富,已成为青海地方政府和社会各界广泛关注并亟待解决的问题。文章基于全域旅游视角,从管理域、空间域、产业域和要素域四个层面,系统构建了青海民族地区贫困群体包容性旅游扶贫模式;以期为优化创新旅游扶贫开发模式,提升旅游扶贫绩效;为培育和打造青海贫困地区特色旅游产业,充分释放旅游经济发展红利,实现全域旅游与旅游扶贫的协同发展提供若干参考借鉴。

As a large tourism resources province in China, Qinghai is also one of the provinces with the largest number of poor population,the poverty-stricken areas and the rich areas of tourism resources in Qinghai have a high degree of overlap.At present, how to develop and utilize the rich tourism resources of poverty-stricken areas and drive the population of poverty-stricken areas out of poverty and get rich in the process of promoting the construction of comprehensive tourism has become a problem that Qinghai local governments and all sectors of society have been pay close attention to and urgently need to be solved.Based on the perspective of comprehensive tourism, this paper systematically constructs models of inclusive tourism for poverty alleviation in poverty-stricken areas in Qinghai from the four levels of management domain, space domain, industrial domain and factor domain;in order to provide some reference for optimize and innovate the tourism for poverty alleviation development model and improve the performance of tourism for poverty alleviation;for cultivate and build a characteristic tourism industry in poverty-stricken areas of Qinghai and fully release the development dividend of tourism economic, and for the coordinated between the development of comprehensive tourism and tourism for poverty alleviation.
