我国职教集团发展的逻辑起点与治理结构优化

Logical Starting Point of China's Vocational Education Group Development and Governance Structure Optimization

针对"职教集团无用论"的两种典型观点,在案例分析和实地调研的基础上,从制度经济学的视角,提出"市场失灵"和"政府失灵"是我国职业教育集团化办学的两个逻辑起点,并论证了职教集团在我国现阶段的不可或缺性,认为集团化办学是中国特色职业教育的基本特征,可以促进职业教育资源得到最佳配置和综合利用。依据职教集团的发展逻辑,我国职教集团内部治理结构优化的基本途径是:职教集团行使地方行业指导委员会职能、实现职教集团法人化、完善职教集团章程。

Concerning two typical viewpoints of "vocational education group is just a boondoggle", this paper elaborates that the "market failure" and "government failure"are two logical starting points of China’s vocational education collectivization schoolrunning on the basis of case study and field research in a perspective of institutional economics and demonstrates the indispensability of vocational education group in China at present stage. Education group is one of the basic features of vocational education with Chinese characteristics, which can promote optimal allocation and comprehensive utilization of vocational education resources. Based on the development logic of vocational education group, the fundamental pathways to optimize the internal governance structure of vocational education group in China including the exertion of local industry committee functions by vocational education group, implementation of corporatization for vocational education group, and constitution completion of vocational education group.
