本来与未来:基于终身教育学分银行向国家学分银行的跃迁 被引量:4

Originality and Future: Based on the Transition of Lifelong Education Credit Bank to the National Credit Bank

摘要 将全社会每一位学习者在各个人生阶段获得的知识和技能等学习成果予以认证、累积与转换是国家教育事业发展"十三五"规划赋予国家学分银行的职责。既能够服务于学习者间断、流动的学习需求,也能够认可和接纳学习者的非正式学习成果是终身教育学分银行与国家学分银行共有的时代特质。当前由各级开放大学(省级电大)运营多年的终身教育学分银行已经成为服务于社会全体成员学习成果认证、累积与转换的平台,能为国家学分银行的筹建提供诸多先验成果的借鉴。未来获得政府充分授权的国家学分银行仍需在统一制定标准体系、强化对非正式学习成果认证、建立质量保障体系等方面发力,如此才会彰显其纵向衔接、横向贯通的"立交桥"属性。 In the whole society, to carry out certification, accumulation and transformation of the knowledge and skills of learning achievements for each learner is the responsibility of national credit bank. Serving the discontinuous flow of learning needs as well as recognizing and accepting the learner’s informal learning outcomes are the era characteristics of lifelong education credit bank and national credit bank. Currently, the lifelong education credit bank opened by the Open University at all levels (provincial TV university) has established a certification, accumulation and transformation platform for lifelong learning outcomes for all members of society, which can provide reference for the construction of national credit bank. In the future, the national credit bank, which is fully authorized by the government, still needs to develop a unified standard system, strengthen the certification of the results of informal learning and establish a quality guarantee system, so that it will highlight its vertical connection and cross the"cross bridge".
