Research on China's Poverty Alleviation Practice and Theoretical Innovation in the 40 Years of Reform and Opening-up

反贫困是古今中外治国理政的一件大事。本文首先总结了改革开放四十年中国扶贫开发取得的历史性成就,梳理了中国特色扶贫开发的理论基础及其由区域开发式扶贫向精准扶贫演进的历史过程,这一过程也是中国特色社会主义扶贫开发理论形成、完善和创新发展的过程。党的十八大以来,习近平总书记站在马克思主义立场,科学地总结了中国扶贫开发的基本经验和新时代脱贫攻坚的现实需求,做出了一系列经典论述,把改革开放四十年扶贫开发实践升华为系统化的中国特色社会主义扶贫理论,成为新时代打赢脱贫攻坚战、全面建设小康社会的根本指引。

Anti-poverty is a major event in the governance of the country at home and abroad. This paper first summarizes the historical achievements of China’s poverty alleviation in the 40 years of reform and opening-up, and sorts out the theoretical basis of poverty alleviation with Chinese characteristics and the historical process in which it transferred from regional development-oriented poverty alleviation to precise poverty alleviation. This was also a process of the formation, improvement and innovation of the theory of socialist poverty alleviation with Chinese characteristics. Since the 18 th National Congress of the Communist Party of China, General Secretary Xi Jin-ping has stood in the position of Marxism, scientifically summed up the basic experience of China’s poverty alleviation and development, and the realistic needs of the new era to get rid of poverty. He has made a series of classic expositions and sublimated the practice of poverty alleviation in the 40 years of reform and opening-up into a systematic theory of socialist poverty alleviation with Chinese characteristics, and it has become a fundamental guide for the new era to win the fight against poverty and build a well-off society in an all-round way.
