The Theoretical Mechanism, Practical Basis and Policy Choice of Big Data to Promote the High Quality Development of China's Economy

摘要 新时代中国经济由高速增长阶段转向高质量发展阶段的实践取向是培育新动能、发展新产业和形成新模式。大数据以数据流为基础,将技术流、物质流、资金流和人才流有效整合,为新动能、新产业和新模式提供了新路径。本文以"宏观——中观——微观"为分析框架,从效率提升、产业结构升级和商业模式创新等角度阐述了大数据推动高质量发展的理论机理,并从大数据技术进步、大数据产业发展以及大数据战略制定等方面考察了大数据推动高质量发展的实践基础。最后,从发展数字经济、夯实大数据基础设施建设、加快大数据与实体经济融合、提倡大数据文化、完善大数据融资等方面提出利用大数据推动高质量发展的政策选择。 The practice orientation of China’s economy from high-speed growth stage to high-quality development stage in the new era is to cultivate new kinetic energy, develop new industries and form new models. Big data is based on data flow, it effectively integrates technology flow, material flow, capital flow and talent flow and provides a new path for new kinetic energy,new industries and new models. This paper takes"macro--middle view--micro"as the analytical framework, expounds the theoretical mechanism of big data to promote high-quality development from the perspectives of efficiency improvement, industrial structure upgrading and business model innovation, and examines the practical basis for big data to promote high quality development from the big data technology advancement, big data industrial development and big data strategy establishment. Finally,from the perspective of developing digital economy, consolidating big data infrastructure construction, accelerating the integration of big data and real economy, promoting big data culture, and improving big data financing, it proposes policy choices to use big data to promote high-quality development.
