国际经验视角下的中国特色自由贸易港建设路径研究

Research on the Construction Path of Free Trade Ports with Chinese Characteristics from the Perspective of International Experiences

中国特色自由贸易港有着深刻的政策意蕴,应在自由贸易试验区基础上进行更大范围制度创新的先行先试,进行高标准国际贸易投资规则的风险压力测试,实现"一线放开"下的口岸风险管控。国际自由港的典型经验为中国建设自由贸易港提供了启示。应优先选取区位地缘优势突出的港口推进中国特色自由贸易港建设,加快推进自由贸易港集疏运体系建设和法治化进程,打造开放便利的国际贸易环境,大规模降低税费负担,进一步优化营商环境,促进自由贸易港与自由贸易试验区、所在城市和区域的联动发展。

The free trade ports with Chinese characteristics has profound policy implications. It should conduct a pilot test of a wider range of institutional innovations on the basis of the free trade pilot zones, conduct risk and stress tests on high-standard international trade investment rules, and achieve risk management and control under the"first-line liberalization". The typical experience of international free ports provides an inspiration for China in the construction of free trade ports.Priority should be given to select ports with prominent geographical advantages to promote the construction of free trade ports with Chinese characteristics, we should speed up the construction of free trade port collection and distribution systems, accelerate the process of legalization of free trade ports, create an open and convenient international trade environment, reduce taxes and fees burden on a large scale, further optimize the business environment, and promote the joint development of free trade ports and free trade pilot zones as well as cities and regions.
