摘要
高等教育自学考试是我国少数民族学习者接受高等教育的有效途径之一,所蕴含的全纳教育属性有助于少数民族教育公平的实现。在实现少数民族教育实质公平方面,自学考试的全纳性与普通高等教育的竞争性形成互补,在一定程度上弥补了普通高等教育中倾斜性招生政策所具有的局限性。自学考试确保了少数民族学习者平等地享有接受高等教育的权利,避免了制定倾斜性招生政策带来的负面效应。教育信息化的进一步拓展,将令全纳教育理念透过自学考试惠及全体少数民族。
The Inclusiveness within Chinese Self-taught higher education examination system is the key factor to achieve the equity in education for ethnic minority groups. The self-study examination provides an effective way to get higher education for ethnic minority learners. Its inclusiveness is complementary to the competitiveness of ordinary higher education in the realization of the substantive fairness of the education of ethnic minorities and has made up for the limitations of the policy of tilting enrollment in general higher education. The self-study examination provides a basic system for ethnic minorities to accept higher education, which fundamentally avoids the negative effects of enacting the inclining enrollment policy, while education informationization makes the concept of inclusive education benefit all ethnic minorities through self-study examinations.
