摘要
政府出资高等教育的一个重要理由是对低收入群体有所帮助。本文对中国的经验数据进行的实证分析表明 ,高等教育公共支出的主要受益者是高收入群体 ,而低收入群体的受益程度却相当有限 ,以实现公平为理由支持政府在高等教育上承担较大的财务责任缺乏经验证据。
A major reason for public expenditure in higher education is to offer some help for the lower-Mincome chass.Based on the empirical analysis, we conclude the benefit is mainly shared by the higher-Mincome class, the lower-Mincome class has benefifed too little. Therefore, the public expenditure on higher education lacks empirical support from the equity point of view.
