The environment of northwest regions is weak and extremely sensitive to the human activities. This has become an essential obstacle for improving the investment environment and broadening the opening policy towards the world for each province in the northwest China. Since the implementation of west development strategy, Shaanxi Provincial government actively conducts the project of beautiful hills and waters while improves investment environment and takes this as a long term policy for improving the investment environment and building the province into one of the top economic provinces.
