摘要
本文探讨了中国基础设施产业政府监管权的配置问题 ,提出监管权的配置主要涉及到四个方面 :政策部门与监管机构之间的权力配置 ;监管机构之间的权力配置 ;监管机构与反垄断机构之间的权力配置 ;中央监管机构与地方监管机构之间的权力配置。
The paper explores the regulatory structure in the infrastructure sectors by tackling the following four aspects: relationships between policy departments and regulators; relationships among regulators; relationships between regulators and the antitrust authority; relationships between central and regional regulators. The paper focuses on the first three aspects and puts forward certain specific reform suggestions and recommendations.
