本文合理借鉴经济发展不同类型地区的人力资源开发、配置、利用和管理的有益经验 ,以期推进西部地区人力资源的开发、利用 ;同时认为人力资源市场配置能极大提高社会经济活动的宏观层次和微观层次的经济运行效率。因此 ,通过市场机制实现劳动力与生产资料相结合 。

The present paper, drawing on the successful experiences of economically developed regions in developing, deploying and employing human resources, explores the measures for human resource development and utilization, meanwhile, the paper puts forward the deployment of human resources according to market mechanism can greatly improve the efficiency of economic activities at both macro and micro levels. Therefore, realization of the combination of the work force and productive materials through market mechanism is the principal means to achieve reasonable deployment of human resources in the west.
