我国制造业安全态势与安全隐患

National Manufacturing Security Situation and Hidden Troubles

制造业安全是国家经济安全的重要组成部分 ,是“国家利益”在制造业领域的反映。制造业安全是指 :确保制造业领域的自身利益不受侵犯 ,保障本土制造业企业在国内外市场中竞争与发展的自主能力不受侵犯 ;确保本土制造业的规模、技术能力和生产水平足以支撑国家利益体系不受侵害 ,保障国家长期稳定发展。我国制造业生产设备相对陈旧、技术落后 ,科研能力薄弱、对国外技术高度依赖 ,管理水平低下 ,外资的大规模进入和不合理分布 ,对经济安全有关键作用的产业大都在竞争中处于明显的劣势地位 ,这种局面严重危及我国的制造业安全。

Manufacturing security is an important part of national economic security; it reflects the national benefits in the manufacturing fields. Manufacturing security of China means to prevent the benefits in manufacturing fields from being encroached, ensure the local manufacture enterprises to compete and develop themselves freely in local and international markets. It also means that the scope, technology and production of local manufacture industry are enable to prevent country benefits from encroachment and ensure the country to develop stably in long-term. The manufacturing industry in China has following characteristics: relatively dated production equipment and technology; weak scientific research ability; high dependence on other countries' technology; low management level; foreign capital's extensive entrance and improper distribution. Many of the industries vital to economic security have competitive disadvantages. Such situation mentioned above greatly threatens our country's manufacturing security.
