金融是加速科技教育发展的重要推动力量。组建科技教育开发银行是实现科技教育、金融、经济三位一体的需要 ,也是深化我国金融体制改革的需要。科技教育开发银行应按照股份制的模式组建 ,可在北京设立总行 ,在必要的经济区域设立分支机构 。

Setting up science and technolgy education exploitation bank is the need to realize science and technology education, fianance and economy three in one body, as well as the need to deepen the fianace structure reform of our country. The bank should be constructed according to the jointstock system.
