创建广西沿海师范学院是顺应先进生产力发展要求和沿海地区教育事业发展需要的。创建广西沿海师范学院是沿海三市的共同责任 ,并具有客观基础和必要条件。创建沿海师范学院 ,通过师范教育资源重组 ,把中师与钦州师专合并 ,同时建立由沿海三市合理承担本市籍学生培养成本费的缺口部分及共同支持的经费来源渠道和投入机制。

To satisfy the needs of the development of advanced productive potentialities and the education of coastal area,normal university must be built.lt is a matter of common responsibility of the three coastal cities.With the setting up of the university,we can reconstitute the educational resources,combine secondary teachers school with Qinzhou teachers college,and bear the gap of the cost of student's training,and so on.
