开发区与乡镇行政体制关系问题研究

RESEARCH ON THE RELATIONSHIP OF DEVELOPING DISTRICT AND COUNTRYSIDE ADMINISTRATIVE SYSTEM

开发区建设在区域经济发展中具有极为重要的战略地位 ,但目前不少开发区普遍存在着与周边地区 ,特别是与乡镇发展不平衡的现象 ,从而影响双方的共同发展。本文首先剖析相关问题产生的深层次原因 ,进而从发展基础、功能互补、组织建构等几个方面 ,探索有利于开发区与乡镇联动发展的体制创新 ,并提出若干基本思路。

The construction of developing district bears vitally strategical status in the development of region economy. Nowadays, however, in a number of areas in our country, under the instruction idea: to promote the countryside to serve the developing district with the construction of developing district the core work, the developing districts exist the case of the alienation from the circumjacent area, specially from the development of countryside, which restrict radically the development of both sides in the long run. Firstly, the article anatomizes the deep-seated reason of the interrelated problem. Then, it probes into the system renovation, which benefits the synchronized development of ecveloping district and countryside, from the several aspects, such as development foundation, function complementary and organization establishment.At last, it proposes several solution and notion.
