摘要
通过对国内市场经济形势及人才市场发展动向的分析 ,引出施工企业技术管理人才大量外流从而影响到企业进一步发展的事实。从当代技术管理人员对事业、对工作的具体观念及心理出发 ,分析了人才外流的几个主要原因。并从管理及领导的角度指出需推行社会聘任体制 ,以提高企业的经济效益 ,发现、培养并重用人才使企业走上一个良性发展的道路。
Through the analysis of situation of market economy and developmental movement of personnel exchange market a fact is put forward that the outflow of management manual labor influences the development of enterprise. And from the analysis of the psychology and conception of the technological managers the main reasons of labor outflow are analyzed. According to those main reasons author point out that carrying out the social employment system, enhancing enterprise's economic efficiency and cultivating and utilizing the talents can bring the enterprise to a good developmental road.
