The evaluation and construction methods for information communication networks' architecture are discussed, with the evaluation parameters system and flowchart of construction presented. A theory of information communication networks' architecture components and their relationships is developed, and adopted to research the IP framework proposal in ITU T Recommendation Y.1001. The application architecture, system architecture and technology architecture of IP networks are described.
