This paper introduces the practices,effects and experiences about the reform of the management system within the college libraries, proposes such reforms ,which is a complex systemic project , needs a large environment on which it should be active and stable. Meanwhile examination should be paid more attention on it. Its establishment and perfection is a long and gradual process.
