通过对招标评标的系统分析 ,建立了评标指标体系 ,提出了模糊综合评价模型和评价方法 。

The scientific decision making method of bid evaluating was very important to keep justice, protect mutual benefits, and avoid the corruption in the process of choosing the bidder. The principles of setting index system for bid evaluating were first discussed, then an index system and the fuzzy synthetical evaluating model were set up. A method for evaluating bids was put forward, and a typical example was shown. The example indicated the method was effective with the features of simplicity and practicality. It was worth widely applying in the practice.
