摘要
WTO规则就是市场经济规则 ,市场经济就是法治经济。依法治国是社会主义市场经济的必然要求 ,中国加入WTO后则显得更为重要和迫切。法律手段并不是万能的 ,它有不宜调整的对象、不宜使用的时机、不宜使用的场合。法律所不宜的 ,可能是道德所最适宜的。因此 ,中国加入WTO以后应坚持“依法治国”和“以德治国”并重的原则。合理地开发“法治”和“德治”两种资源 ,为社会主义的经济基础服务。
The rules of World Trade Organization are rules of market economy,while market economy is economy of legality. It is most important and urgent that China rule the country according to law in this socialism market economy after the entry of WTO. Legal measures can't apply to all objects or situations.There in virtues might cover the shortage. China must hold on to the policy of playing equal stress on law and virtures in fostering its economic fundation.
