煤炭企业陷入困境的原因,一是经济体制不合理，二是生产方式不符合“可持续发展”的要求，改造煤炭企业，仅从体制上着手是不够的，必须促使生产方式的根本性变革。要提高煤炭资源回收利用率，充分挖掘煤炭产品自身的潜在价值，通过煤炭企业与其它企业联合建设特色区域经济，利用废弃矿区和机械设备寻求新的经济增长点。

Coal enterprises' plight results from improper economic system and the fact that the mode of production does not conform to requirements of continual development. In order to achieve its, it is inadequate for us to start with structural reform. Instead, we should reform the mode of production radically. Therefore, we must improve the ratio of coal energy's recycling, tap the latent value of coal production adequately, construct characteristic regional economy by uniting coal enterprises and other enterprises, and utilize waste mining areas and machinery so as to achieve economic growth.
