我国在向市场经济转变过程中，垄断变异表现得尤为强烈，垄断变异主要是指行政性垄断，其特征是垄断的行政性、垄断客体的供给不足性、垄断领域行业性、垄断成因的体制性．制度变迁过程中的政府行为导致的体制性障碍和市场环境导致不规范行为是垄断行为表现异常的根本原因。行政垄断是我国经济体制转轨时期伤害市场的主要力量、当前要通过深化体制改革，强化竞争机制，加快经济法制建设等措施来消除和限制行政性垄断。

In the process of the change of our market economy, monopoly variation has a strong expression. Monopoly variation refers to administrative monopoly mainly, which has following characteristics: its administrative nature, the insufficient supply to monopoly object, the trade monopoly and the systematic monopoly. Therefore, the administrative monopoly is the principle factor which does great harm to the change of our economic system. Then, we should take powerful measures, such as deepening the reform of system. strengthening competitive system, quickening the construction of economic law, to eliminate or limit administrative monopoly.
