基于模糊层次法西部信息服务业发展水平研究

On the development of western information services based on fuzzy AHP

构建信息服务业发展水平评价指标体系,运用模糊层次法对2012年东、中、西部信息服务业发展水平进行综合评价。根据东、中、西部信息服务业发展水平的综合得分,得出西部发展水平相对落后的结论。分析西部信息服务业发展中存在问题,提出西部信息服务业发展对策:加强信息基础设施建设,加快政策与法规建设完善制度环境,构建四体协调联动的管理机制,加快企业创新提高企业竞争能力,完善信息服务业人才体系。

An development level evaluation system of information services is built in this paper to evaluate the development level of the information service industry in China’s Eastern,Central and Western areas in 2012 with the fuzzy AHP.According to the comprehensive score,it is concluded that the information service of western industry development level is relatively backward.The problems of the information service industry in Western are discussed and corresponding measurements are proposed such as,to strengthen the construction of information infrastructure;to speed up the policy and regulation construction of perfect institutional environment;to build four segments linkage mechanism of management and coordination;to accelerate the innovation of enterprises to improve enterprise competition ability;and to improve the information service personnel system.
