摘要
"无缝隙政府"理论以"管理主义"的哲学来解决由老管理主义所造成的政府管理中的割裂性、碎片化问题,它是对新公共管理运动的一种扬弃。在引进无缝隙政府理论之后,我国以无缝隙政府理论来再造政府的改革逐渐在全国推开。但由于我国在推进改革中对无缝隙政府实施的前提了解不够清晰,使得改革并不顺利。从无缝隙政府理论产生前几十年间OECD国家的政府机构改革实践来看,我国主要忽视了对决策执行的两分;忽视了政府完整性提供服务的组织模式中还有诸多私法性组织;忽视了一些组织模式主要以权威性绩效合约为导向。在未来的无缝隙政府改革中,首先应该创造这些前提条件,然后将7种管理工具严谨、规范地实施。
The theory of 'Seamless government' holds the philosophy of managerialism,and it aims to solve the problems of fragmentation and separation caused by the old managerialism. The theory is sublation of the New Public Management.In these years,the theory has already spread into many areas in China. But the statistic results of sample cases show that the theory was not used properly. The neglecting to the preconditions to implement the Seamless Governments is the reason why a series of unsuccessful reforms occur. Judged by the historical governmental reform incidents of 9 OECD countries,we ignored the dichotomy of political decision and implementation, the organization formation of private laws, and the authorized performance contracts among different public organization formations. In the future, when using the new version of the theory of seamless government, we should create these pre-conditions first, and then take advantage of the 7 management tools rigorously.
