城市经济转型的测度研究综合述评

Literature Review on Measurements for the Economic Transformation of a City

首先区分城市经济转型与城市产业转型、城市转型等概念,指出城市经济转型判断和评价的两个基本点:一是以人为本,关注民生;二是经济、社会和生态环境和谐发展。接着在对相关经济转型评价指标体系和测评体系梳理及述评的基础上,认为城市经济转型评价不仅应重视内部能力测度,更应强调外部绩效测度。最后指出,把城市经济转型绩效评价和全面建成小康社会结合起来展开研究更有价值。

After distinguishing the concept of economic transformation from industrial transformation and functional transformation of a city,the paper sets up two fundamental principles to judge and evaluate the economic transformation of a city： one is being oriented by people and paying attention to people＇s livelihood; the other is taking sustainable development of the economy,society and eco- environment into account. Founding on organizing and commenting on relative evaluation index system and assessment system of economic transformation,the paper holds a point that the assessment of the economic transformation of a city should focus not only on measuring internal ability,but also on the external performance. Finally,the paper points out that it would be more valuable to do a research by combining the performance evaluation for the economic transformation of a city with building a well- off society in an all- round way.
