Evaluation on development of rural informatization in Guangxi during 2002-2012

[目的]评价2002～2012年广西农村信息化发展水平,为广西农村信息化进一步发展提供决策依据.[方法]构建广西农村信息化发展评价指标体系,采用综合指数法对2002～2012年广西农村信息化发展水平进行测评,根据测评结果提出相应的对策建议.[结果]2002～2012年,广西农村信息化发展水平整体呈逐年上升趋势,与实际相符.其中,农村信息基础设施建设和农村信息资源指数较高,对广西农村信息化影响较大,且2002～2007年农村信息基础设施建设发展迅猛;农业信息技术应用指数居中;农业信息产业和农业信息化外部环境指数较低,且发展速度较缓慢.[建议]应加大农村信息产业投资力度、创新投入机制、拓宽农村信息服务渠道、丰富农村信息化服务内容、建立农村信息化发展长效机制、提高农户信息化素质,以促进广西农村信息化进一步发展.

[Objective]The research was conducted to evaluate the development of rural informatizaiton in Guangxi during 2002-2012 in order to provide decision basis for further development of rural informatizaiton in Guangxi.[Method]Evaluation index system of development level of rural informationization in Guangxi was established and synthetical index method was used to evaluate the development of rural informatizaiton in Guangxi during 2002-2012.According to the evaluating result,relevant countermeasures were put forward.[Result]During 2002-2012,the development level of rural informationization in Guangxi generally presented increased tendency.It was conformity with reality.The score of indexes of infrastructure construction of rural informationization and rural information resources were higher than other indexes,and had an important impact on the Guangxi rural informationization.The infrastructure construction of rural informationization showed rapid growth during 2002-2007.The score of index of information technology application was lower than the indexes of infrastructure construction of rural informationization and rural information resources.The score of indexes of agricultural information industry and exterior environment for rural informationization were lowest,and showed slow development.[Suggestion]Some countermeasures including increase in investment of rural information industry,innovation of investment mechanism,widening of rural information service channels,enrichment for rural information service contents,establishment of long-term mechanism for rural informatization and rise of farmers＇ information quality,were recommended in order to promote frrther development of rural informatizaiton in Guangxi.
