WTO规则与我国行政法制体系的变革

On WTO Rules and the Transformation of Our Country's Administration Legal System

本文根据WTO的有关原则、协议和要求 ,提出把观念转变到规则导向上来 ,把政府经济工作重点转变到保护权利 ,提供服务上来。以及转变行政权力作用方式 ,做到温和、服务、增加透明度。建立对行政权力的司法审查制度 ,制约行政权力。最终增强政府政策的法治性 ,以保证政府为市场和企业提供公平的“游戏规则”。

This article,proceeding from WTO's related principles,agreetments and requirements,maintains that we should turn our traditional concepts to rules-oriented,shift the focus of the government's economic work towards protecting consumers rights and offering better services,transform the way of administration function,making it more transparent and ready to serve the public,build judicial investigation system on administration so as to supervise its function,and finally,reinforce the administrative of legality government's policies so as to guarantee that the government present fair rules for the markets and entreprises.
