加大政府财政支持力度 增强农业国际竞争力

Enlarging the Power of Financial Supporting of the Government and Strenthening the lnternational Power of Competition of Agriculture

农业是国民经济诸产业中的弱质产业 ,在市场竞争中处于软弱不利的地位。因而 ,在政府的宏观调控中 ,农业是需要特殊保护和扶持的产业。农业的国际竞争力 ,在相当程度上取决于政府财政对农业的支持力度。由于历史和现实的原因 ,我国政府对农业的支持力度很小 ,甚至长期处于负增长。我国目前面临的实际问题 ,是如何加大政府对农业的财政支持力度 ,而不是削弱、更不是取消政府对农业的财政支持权利。

Agricuture is a kind of weak industry in the national ecomics,in the position of disadvantage in market competition.Thus,in the macro-cortrol of the government,Agriculture is the industry to be protected and supported.To some extent,the international power of competition of agriculture is decided by the supporting power to agriculture from the government.On account of historial and realistic reasons,the supporting power of our government to agriculture has been very weak,even at the speed of negative incraasing during a long period of time.The actural problems we have to face is not weakening or even get rid of the financial support of the government to agriculture but how to enlarge the financial support of the government.
