To Establish a Reserve System of Strategic Mineral Resources in China

国家利益高于一切，国家安全是最高利益。为了国家利益，有许多事情要做，建立我国战略性矿产资源储备制度和体系是目前和今后一个时期必须做的工作。要做到“未雨绸缪”，“防患于未然”，需要有博大的底气和周到的思量，其他民族能做到的，我们自然也能做到。

At present, the principles to reserve strategic mineral resources in China should be determined: 1 .those mineral resources that are seriously short-supplying and necessary for the national economic construction, and the imported amount exceeds 30 percent of domestic need amount;2 .those mineral resources that involve the national defense;3.those mineral resources that have influence and superiority in the international market. The purpose of strategic mineral resources reserve is to assure the safety of the nation and the national economy.
