中小企业在我国国民经济中有着重要作用和地位 ,又在市场竞争中处于弱者地位 ,目前又受到不平等的待遇 ,而且面临着全球经济一体化的国际背景和国内转型经济的背景 ,这就决定了发展中小企业的必然性、必要性与紧迫性。政府必须制定政策促进中小企业的发展。

There is important function and place in our national economy for small and middle-sized firms,but they are in unfavourable position in the competition and are treated unfairly.It is necessary and urgent to develop them in face of the intemational situation of globalization of economy and the internal background of adjusting economic structure.The government should support the development of small and middle-sized firms in policy.
