互联网发展而导致的社会网络化,对我国行政法律规范和价值取向、政府行为内容和方式、相对人权利实现途径,都带来前所未有的影响和冲击。因此,坚持以人为本,积极进行网络立法,对政府权力和相对人权利严格法定,合理设置政府职权,转变政府行为模式,积极进行国际合作,加强对网络行为合理管制,是应对网络化对中国行政法治挑战的基本之策。

The popularization of network in the whole society as a result of the development of internet causes un-precedented influence on administrative laws and value orientation, on contents and styles of the acts of government, andon way of realizing the relative person's rights in our country, consequently, the basic measure to be taken to deal withthe challenge of the popularization of network in China lies in perseveringly proceeding from human beings, in promotinglegislation in terms of network in an active way, in strictly legalizing government powers and the relative person's rights,in rationally setting up functions and powers of government, in changing the patterns of acts of government, in promotinginternational cooperation in an active way and in tightening up rational control over acts concerning network.
