对我国社会保障事业发展滞后的认识

The understanding of the obstructive development of the social safeguard system in China

建立社会主义市场经济体制 ,需要协调动力机制和稳定机制 ,而我国现阶段的主要稳定机制———社会保障体系面临着严峻的挑战 ,既存在着不健全和不完善性 ,养老生育的不平衡性 ,消费保障的超前性 ,又存在着社会保障的不同步性。因此 ,充分认识它的现状 ,对我国保障事业的改革和发展具有十分重要的意义。

In order to establish a socialist market economic system, the motive powerful system and stable systems should be well coordinated, but now the main stable system--social safeguard system in our coantry is faced with a rigorous challenge. It suffers from imperfection, diseguilibrium of living out one′s life in retirement and child-bearing, ahead-of-time in consumptive safeguard, uncoordination in social safeguard. For these reasons, we should have a sound understanding of the current condition and the significance of the transformation and development of social safeguard system in our country.
