浅论电力市场化改革与电力发展规划

Market economy and power system planning

通过对计划经济和市场经济的主要区别、电力工业的特点及我国电力工业特殊性的分析,认为在电力市场化改革过程中及市场化机制较为完善后,电力发展不能仅靠市场调节,仍然需要规划的指导,提出加强市场经济条件下规划工作的建议和措施。

Through the analyses of the major differences between the planning economy and market economy ,features of the electric power industry and the characteristics of China power system,this article points out that during the market reform and after the com-plementation of the market mechanisms for the electric power industry,the development of power industry not only needs the regula-tions of the market but also the guidance of the planning.In this article,recommendations and measures are proposed to enhance the power system planning in the market economic environment.
