摘要
认为构成运输业网络经济的规模经济与范围经济表现十分复杂,铁路的垄断性在很大程度上是由对规模经济和范围经济,以及它们的转型运输密度经济和幅员经济的利用程度所决定,因此在铁路行业引入内部竞争并非轻而易举之事,其监管政策的制定与监管方式的设计也必须考虑这一行业的特殊网络经济特性。
The paper holds that the indication of the economies of scale and the economies of scope that constitute the transport economies of network is complicated. The monopoly nature of the railway depends in a great degree upon how much is used of the economies of scale and the economies of scope and the economies of density and economies of size. Therefore, it is not that easy to introduce competition into railway transportation. It continues to point out that the sector's special network economy feature must be considered when the regulation policy is prepared and the regulation methodology is designed.
