摘要
本文针对全国人大科教文卫委员会组织起草的《民办教育促进法 (草案 )》 ,提出了三条建议 :一、“民办公助”和“国有民办”类型学校 ,应定性为民办学校 ,纳入法律调节范围 ;二、滚动积累校产增值部分 ,不宜一律归学校所有 ;三、高等教育自学考试助学 ,应纳入学历教育范围 ,与普通高等教育。
On the light of the Non-governmental Education Promotion Bill(draft) drawn up by the Science Education, Culture & Health Committee of the National People's Congress, the paper puts forward three proposals: 1)Schools run by the local people and subsidized by the state and those owned by the state and run by the local people should be defined as non-governmental schools and put within the limits of legal regulation; 2)The increment part of the progressively accumulated school property should not be turned over to the schools altogether. It must be stipulated that the founders also have part of the property right; and 3) The grant-aided self-learning in tertiary education should be brought into the sphere of education with formal schooling records and put on such an equal legal footing as universal tertiary education and adult tertiary education.
