摘要
本文指出我国现行的社会保障制度在“入世”后所面临必须解决的三大难题 ,而现行的社会保障制度难以满足解决这三大难题的要求。主要表现在 :难以解决人口老龄化的问题 ;难以满足经济转轨的要求 ;现行社会保障制度与其他已出台的经济体制改革措施有些地方不相配套。本文认为政府职能高效率发挥是解决问题的关键。目前 ,政府在社会保障制度的改革中职能发挥低效率的原因 :1、我国市场经济发育的程度低和历史形成的问题 ;2、政府政策实施有些地方不到位。我国现阶段政府职能高效率发挥的标准 :1、提供一套行之有效的制度资源 ;2。
This paper points out the three difficult problems that our existing social guarantee system is found to meet and yet unable to solve after China entered WTO. They are population aging, economic orbital transferring and being somewhat unmatchable to the reform measures of other economic systems in force. The authors believe that the key to solving these problems lies in the high efficiency of government functions. At present, what accounts for the low efficiency of government functions in the reform of the social guarantee system are as follows: 1) the low growth level of our market economy and contributing factors in history and 2) inadequate implementation of the government policies. The criteria of highly efficient government functions are: 1) to produce a set of feasible system resource and 2) to define the responsibilities the government ought to bear and to shoulder them.
