国家风景名胜区管理按其性质就是一种行政行为，文章并从经济学角度说明了采取这一管理办法的合理性。指出作为行政权，风景名胜区管理权实为一种公权力，具有“警察权”的性质。风景名胜区的管理体制必须依此性质建立，并通过依法行政，处理和其他行政主体的关系，这是搞好风景名胜区管理的关键。

The intention of this paper is to determine the nature of scenic spots administration. The natule of scenic spots administration is administrative action by government according to administrative law and gives an economical explanation. The paper points out that the administrative power of scenic spots is public power and has the nature of 'police power'. It thinks the administrative institution of scenic spots must be established according to this nature and handle the relationship with other administrative insti- tutions according to law. This is tl1e crux of scenic spots administration.
