结合陕西水土流失的特点、水土保持工作现状和存在问题，从生态建设角度提出了我省水土保持规划的思路。

In view of eco environment construction, the features of soil erosion is discussed, the present situation of soil and water conservation works are analyzed, some thinkings for soil and water conservation planning are proposed.
