我国林业跨越式发展的系统思考

首先讨论跨越式发展的内涵与途径 ,跨越式发展与可持续发展的关系 ,提出跨越式发展必须以可持续发展理论为指导思想 ,走可持续发展道路。其次 ,阐述林业跨越式发展的概念、内涵 ,提出用超常规的方法和速度 ,实现由传统林业向可持续林业的转轨与过渡。制度创新是关键 ,科技创新是手段 ,投入带动是措施 ,结构调整是主线 ,整合和实施林业六大工程是主要途径 ,目标是用 5 0年时间建成林业两大体系。最后 ,指出林业重点工程要以点带面 ,全面创新 。

The connotation and approach of development in a spanning way(DSW), as the relationship between DSW and sustainable development (SD) are discussed. It is emphasized that in the theory of SD, DSW must be led to SD. The research group expatiates on the conception and connotation of Chinese forestry development in a spanning way (CFDSW) and points out that unconventional measure and excessive speed must be taken in order to realize the transition from traditional forestry to sustainable forestry.In the theory of CFDSW,the sticking point is the creation of system;the means is the creation of science and technology;the measure is investment;the main content is adjustment of forestry structure;the main approach is putting the six great forestry projects into practice and the object of CFDSW is establishment of two forestry systems in 50 years,one is eco forestry, the other is market forestry.The results of research also show that
