商品粮基地特征分析及其资源配置效应

Analysis of the major characteristics and the resource matching effects of the marketable grain base in China

运用以实证分析为主的方法 ,按照经济学规范定义了商品粮基地 ,即商品粮基地是农业区域分工体系中的一种基本形式 ,是以粮食生产为主、以给社会经济发展提供商品粮及其他相关农产品为基本功能的农业专业化区域。从区域经济学角度分析 ,商品粮基地具有区域界限完整性、产业结构相似性、系统开放性、功能整体性等 4方面的基本特征。在此基础上 ,认为商品粮基地建设具有深化农业资源开发效应、强化农业发展后劲效应、规模经济化投资效应和农业区域专业化效应。但同时指出 ,在农业资源结构及经济技术条件不变的情况下 ,以及市场需求结构相对稳定的条件下 ,商品粮基地在促进农业区域专业化中的功能和以上 4方面的效应又具有相对性。

With the major method of positive analysis,this paper defines the marketable grain base (MGB) on the standard of economics.According to the definition,the MGB,a basic and important form in the modern system of divisions of labor in agricultural regions,is a specific kind of agro specializing region,which provides marketable grains and related commodities for the consumers as its fundamental function.Meanwhile,the analysis from the viewpoint of regional economics indicates that the MGB has four basic characteristics,which are the completion of limitation between the MGB and other economic regions,the similarity of the industrial structure in the MGB,the opening of the MGB to other economic region,and the whole of its functions of the MGB.On the basis of above analysis,the paper points out that the construction of MGB in China has four important effects:deeply developing the agro resources,enhancing the reserve strength of agriculture,investing in scale economy,and specializing of agro regions.On the other hand,the function and the effects of the MGB are relative when the agro resource structure,the economic and technological conditions,and the demand structure of agro products are equal.
