摘要
在简单概述我国现有国防科研体系与兵器制造行业的现状,分析所面临的主要困难以及原因的基础上,提出了对我军武器装备研制机构、工作方法和管理方法进行改造,以建设新的产品全生命周期的体系结构。该体系以CIMS概念建立军工集团的设想,举例以航天、航空CIMS为蓝本,将范围扩大到军工十大集团以外的院、所、企业,用动态联盟的组织模型、优化资源配置,加强国防科技力量,形成强大的国防科技和生产团队。以此优化产品立项到投入部队使用的全过程,使我国的国防科研及兵器制造业的运作合理化、高效化。
In this paper, the actual state of defense investigative system and ordnance manufacture is summarized. They will be faced with most primary difficulty and their reason is analyzed, the organization of research and development of weapon equipment, working and managing methods and establishing new architecture for the full lifecycle of product are presented. Based on the conception of CIMS, the tentative plan of Ordnance Industry Group is put forward, taking example for spaceflight and avigation CIMS, the confine of Ordnance Industry Group is broadened in academe, graduate school and enterprise. Resource distribution is optimized with organization model of dynamic federation. The strength of defense science and technology is enhanced, the powerful procession of defense science and technology and production group is established. The full process of product from itemizing to use is optimized, the defense scientific research and weapon manufacture is provided with rationalization and high-efficiency.
