摘要
西部土地资源开发的关键在于产权制度创新。已有的关于土地产权制度创新的理论主要是围绕产权流动(即土地的规模经营 )和确保农户较长的经营期展开的 ,本文着眼于西部地区的具体情况 ,提出了 4条土地产权制度创新原则 :即土地所有权多元化和动态化原则、土地产权制度的区域性原则。
We should pay attention to the innovation of rural land property system in west exploitation. The foregone theories about innovation of land property system mainly researched some problems such as the fluidity and scheduled time of land property. While, on base of the actual circumstances in west, the paper develops four principles on innovation of rural land property system, namely the diversity and flexible principle of land ownership, region principle, appropriative principle and ecological principle of rural land property system?
