西部大开发背景下西安信息化建设之对策研究

On the Strategy of the Informatization Construction of Xi'an City Under the Environment of the Great Development of West China

如何加速发展信息产业 ,推动西安市国民经济信息化进程 ,实现跳跃式发展 ,从而带动整个大西北的发展 ,对于我国实现西部大开发具有重大的战略意义 .给出了信息化系统的基本框架 ,通过分析西安信息化建设面对的基本形势 ,提出了西安信息化建设的基本思路和西安应建设的十大信息化重要工程 ,并对西安信息化基础设施重点建设工程之一的西安信息港建设的规划进行了论述 .最后指出西安信息化建设应从信息资源的开发和利用、促进信息技术在生产和生活中的应用、信息基础设施建设和发展信息产业等 4个方面统筹规划 ,围绕重大信息化工程建设 ,大力推进西安信息化进程 .

Xi'an plays a role of strategic bridgehead in the Great Development of West China. It can drive the development of northwest China to develop quickly Xi'an's information industry of and to accelerate its informatization construction in economic and social fields. The basic structure of the informatization system of Xi'an is presented in this paper. Through the analysis of the basic conditions and environment of the informatization construction of Xi'an, ten important projects are put forward. The plan of the construction of Xi'an information port is particularly discussed. It is held that the informatization construction of Xi'an should launch on in four aspects: exploitation and utilization of information resource, impelling the application of information technique to production and living, construction of information infrastructure, and development of information industry. Xi'an's informatization construction should center on the 10 important projects.
