产生于卖方、计划经济条件下的中国传统商业物流园区 ,在买方、市场经济条件下表现出了企业资源分散、经营管理手段落后、政府服务与监管职能滞后等诸多缺点。以电子商务平台为媒介 ,对中国传统商业物流园区的管理理念、物流相关企业资源、电子商务与电子政务、结算资源与安全技术、网络资源进行整合 ,以加强集团竞争力和团队协作优势 ,提高企业的核心能力 ,使企业实现规模经济 ,使整个园区实现集聚经济。

Growing out of sellers and the planned economy system, China's traditional commercial material-flow gardens are symptomatic of many defects such as resources decentralization, backward operation and supervision lagging behind and so on. The paper holds that, with E-business platform as a medium, the rectification and integration should be done to the traditional managerial concept of China's commercial material-flow gardens, to business resources concerning material flow, to E-business and E-administration, to settlement resources, to security techniques and to Internet resources, so as to reinforce the block competitiveness and teamwork advantage, enhance the business“core' ability, thus forming scale economy in all enterprises and finally forming the economy of agglomeration throughout the gardens.
