摘要
我国加入世界贸易组织的客观背景和人才资源配置的国际化趋势在给西部地区的人才资源开发带来新机遇的同时 ,也带来了严峻的挑战。西部大开发战略的实施 ,一方面要求中央政府要积极实施对西部地区更加有利的人才资源政策 ;另一方面西部地区也要采取更加主动的应对策略和措施 ,遏制住人才资源比较状况进一步恶化的趋势 ,构筑起西部地区人才资源高地 。
China's entry to the World Trade Organization and the internationalization of talent resource allocation have brought severe challenges as well as new opportunities for the talent resource development in the West. The implementation of the strategy of developing the West requires, on the one hand, that the central government vigorously implement talent resource policy more favorable to the West, and, on the other hand, that more active tactics and measures be taken in the West, so as to contain the trend toward further deterioration in its comparative talent resource situation, build talent resource highlands, and guarantee the basic demand of sustainable development for talent.
