The Second Urbanization and the Countermeasure

全球化正在改变人类城市化进程。在全球化推动下 ,城市化正在由后工业时代的大城市化、特大城市化向知识经济时代的城市圈化转型 ,城市能量首次以“圈”的形式积聚、散发 ,并形成为国际竞争基本单位 ,最可喜的是 ,部分城市圈可能回归内陆。城市圈是经济圈、生态圈、人文社区圈的复合体 ;彼此间相互影响、相互制约、相互依存 ;经济圈是基础 ,生态圈是保证 ,人文社区圈是灵魂。在市场经济条件下推进城市化 ,主要靠城市改造来实现。政府作用定位一要解决政府与市场的关系 ;二要研究政府自身的经济优势 。

Globalization is changing the process of urbanization of human beings. With the development of globalization, urbanization is undergoing a transition from big cities, metropolises in the time of post-industrialization to city spheres in the era of knowledge economy. The energy of the city first accumulates and lets off in the form of 'sphere'. The city sphere is a mixture of economic spheres, ecosphere and community spheres. These spheres interact, influence, depend on and check one another. The economic sphere is the base, the ecosphere is the guarantee and the community sphere is the soul. In the condition of market economy, the promotion of urbanization mainly depends on remolding existing cities. In this field, two problems must be solved: the relation between the government and market,and the study of the government's economic advantages and its active role in the market economy.
